Hello,

224.0.1.39 and 224.0.1.40 are for Auto-RP, not BSR. Start with the basics...

show ip pim neighbor
show ip pim rp mapping

Are there PIM adjacencies to each device? Is the RP information getting
propagated? Do you have PIM enabled on the interface that has the join?
