From what i see.! using wolfram alpha

Router#sh ip bgp dampening parameters
 dampening 15 1000 2000 45
  Half-life time : 15 mins Decay Time : 1800 secs
  Max suppress penalty: 8000 Max suppress time: 45 mins
  Suppress penalty : 2000 Reuse penalty : 1000

8000*2^(-1800/900)=2000

Maxpenalty, Halflife is involved.! ...decay time is the time needed for the
max supress penalty to decay and reach the suppress threshold.
