R2#show ip bgp dampening parameters
 dampening 30 750 2200 60 (route-map Damp 10)
  Half-life time : 30 mins * Decay Time : 800 secs
* Max suppress penalty: 3000 Max suppress time: 60 mins
  Suppress penalty : 2200 Reuse penalty : 750

if you will see it calculated Decay time as 800 secs based on the configured
dampening parameters
