police cir percent or police cir

 Intention is to mark down traffic between 1Mbps and 2Mbps, and drop
anything above 2 Mbps and no action till 1Mbps.
Just wanted some clarification whether,

police cir percent 10 pir percent 20 conform-action transmit exceed-action
set-prec-transmit 0 violate-action drop

and

police cir 1000000 pir 2000000 conform-action transmit exceed-action
set-prec-transmit 0 violate-action drop

gives the same result if applied on an Ethernet ?
