I'm partial to Bitvise WinSSHD. It's inexpensive and does most of what we
need it to do.
Also have used RhinoSoft Serv-U FTP and am not really impressed at all -
especially since it costs 10 times what the WinSSHD product does.

Keep in mind Rhinosoft won't do ssh key based logins. I THINK WinSSHD does,
but neither does certificate based logins.
