"clear frame-relay-inarp"
Clears dynamically created Frame Relay maps, which are created
by the use of Inverse ARP.
First configure the Frame-relay with the interface administratively down after apply a "no shut"

I'm actually having the same problem. There is another command "no arp
frame-relay" that is supposed to disable frame-relay replies which is not
covered under the first command (sometimes I swear IOS was written by
ninja monkeys) but that didn't work either.
