I know you said you followed the CUE upgrade document listed below, but did you extract all the files from the zip into the same directory? The upgrade process downloads a group of files to perform the upgrade or clean install. Also, did you review all the requirements for 7.0? For example, 7.0 CUE with an AIM module requires an upgrade to a gig of CF.

I am using "software download clean <ftp://20.0.0.1/cue-vm-k9.plat.ver.pkg>
ftp://20.0.0.1/cue-vm-k9.plat.ver.pkg. The files are downloaded to the CUE
flash file.. However when I type "software install clean
cue-vm-k9.plat.ver.pkg" It said the package is only add-ons, which is not
valid for clean-install.

 

How can I upgrade from 2.1.2 to 7.0.1
