You can configure the NM-16ESW ports as either routed or switchports.
Bear in mind you won't get all the functionality you expect from a
real Layer-3 capable switch (eg 3550/3560 etc)

You mention you created SVIs - are you adding the VLANs into the vlan
database as well as assigning the switchports to the correct VLAN?
