Hello Jack,
Yes, you must check the incoming power before pluging power into the GSR
socket.
(I normally do it, as I don't trust electricians, i had some bad
experience).

First if you have grounding wire, connect it to the GSR router. There is a
earthing kit comes iwth it to enable you to hook earth wire into the GSR
chassis.

Point your multimeter on A/C volt. Don't put your lead on A/C power socket
while the multimeter is pointed to other than a/c option.

On power outlet, there should be 3 pins - + , - and GND.

Make sure you pay particular attention to polarities and check positive and
negative points.
Put the red lead to positive and the black lead to negative.

There should be reading on the screen of multimeter once you toch + with red
