CDR Analysis and Reporting and 0 bill charge

Hello everybody,

On Cisco Unified Communications Manager CDR Analysis and Reporting and to be
more specific on department-bill I am getting 0 charge for the new users which
have been added
I have Done the following for the new user:

1- Associated user with phone
2- Selected the control device on the user menu which is the same as
associated phone
3- Put a use ID and primary extension
4- Load CRD and CMR
5- Reload all the details record
6- Restarted all the services for the CAR

And still I am getting 0 bill for the new added users
