Anyways , there is no timer as such to define when a route becomes active
from passive.But there are certain other timers such as hold timer which can
play a role in a route from going to active state from passive. An active
route is one which is undergoing EIGRP dual calculations. Consider
this example . Router A is connected to Router B , C and D.Router A is
connected to network 10.1.1.0/24 . Lets think of the following situations
1) Router A loses connectivity to network 10.1.1.0/24. It sends a triggerred
update to Router-B , C & D informing the unavailability of the route and
asking them , if they have got a successor to that route. Router A has made
the route Active and so have the other Routers. Router-A waits for the reply
from all the routers before making the route as Passive. This is where the
SIA timer also comes in .Router A will wait for approx 3 mins before going
into a SIA state where it would clear the neighbor relationship with the
router who did not reply to the query, So you see, in this case there was no
timer involved for any of the routers to change the state of a route from
going to active from passive.For Router - A it was the time when the link
down was detected, for the other routers it was the reception of the
triggerred update.
2) The Link between Router A and Router B fails , router B does not hear
anything from Router A and it waits for the hold timer to expire. When the
hold time expires, Router - B declares the route 10.1.1.0/24 as unreachable
and sends a query to its neighbors(if any ) about the reachability of the
route.So in this case Router - B uses the hold time in going from a passive
to active state.
Therefore to summarise, its just that whenever the router learns that a
network is unreachable it changes the route's state to active. The time
involved in learning this information can vary. And just in case you wanted
to ask how much time it takes for an active route to go passive, the answer
is as soon as the querying router has received replies to all the queries
from it sent to its neighbors. Again , no fixed timer.
