Hi Jimmy,
They probably wanted you to answer that there's no DR election on interfaces
using p2mp as the network type.
The only reason i know why a neighbor is stuck in the 2-way state is when
the state is DROther, this happens when a DR and BDR already exist on a
segment. DR elections only happen on ospf interfaces where the network type
is either broadcast or non-broadcast (nbma).
