MPLS QoS - Pipe Mode

Hi All,

In QoS for IP/MPLS network book, I read that, with Pipe mode the egress LSR
will serves the packet according to LSP PHB and also mentioned that we need
to disable Pen Ultimate Pop hopping on egress LSR. So with PHP disabled, we
have 2 labels (assuming MPLS VPN) on packet that is received by egress LSR.
These 2 labels may have different EXP value. Am I right assuming the egress
LSR will decide the PHB based on top most label?.

In the below mentioned URL, I read that, with Pipe mode the egress LSR will
serve the packet according to PHB from EXP bits of recently removed label.

This statement seems to imply that the PHB is based on bottom label.

Can someone please clarify.
