Yes,

In fact, the whole lab is generated by a Proctor after he signs in at about
8:00AM. Based on certain criterion that Cisco obtains about you from various
agencies, they build a psych profile and your lab is then created solely to
ensure that you do not pass...

Hopefully I will not get flogged next time I show up at Building C, SJ for
revealing this highly classified and top-secret information.
