Look for anything that isn't "normal" on a base config from one of the
vendor's labs. Any added commands are probable candidates for errors.
Then also look for anything that is missing. CEF, IP routing, weird frame
relay (non-Cisco) encapsulations etc. are places that I'd look at to verify
normality. Also focus on the switches too, as changing the switch port
configurations is an easy way to mess up a network.

No such thing as common issues. If you suspect something is wrong, you
should be able to find it pretty quickly and fix it.
A mistake such as the "no ip routing" isn't possible as your friend wouldn't
have been able to configure routing protocols. So why on earth would he
look for routes when he wasn't able to configure any routing protocols?
Don't get side tracked on things like this. If you know your stuff, you'll
be able to fix whatever is broken. :)

Can anyone give some examples of initial config issues that we may face

getting the routes propagated across the peers.after scrutnising the initial
