You can block OSPF flooding of LSAs two ways, depending on the type of
networks:

On broadcast, nonbroadcast, and point-to-point networks, you can block
flooding over specified OSPF interfaces.

On point-to-multipoint networks, you can block flooding to a specified
neighbor.

So the command you would use would depend on the interface type and what you
are trying to do.

I saw a caveat related to testing this feature, and this was that I
sometimes needed to manually clear the OSPF process on the spoke router,
even if the router had bounced the neigh relationship itself, it still would
required a clear from me.

Seems to me this is a command to use for your spokes where they have only
one path. I note of caution for this ... if using this towards your spokes,
this command also blocks a default route LSA that you may be using for a
default route. HTH,
