You could use ip access-list
Ip prefix-list Bob permit 192.168.0.0/16 le 24
Ip prefix-list Sue permit 172.16.0.0/12 le 24 ge 24

Access-list 101 permit ip 192.168.0.0 0.0.255.0 255.255.0.0 0.0.255.0
Access-list 102 permit ip 172.16.0.0 0.0.15.0 255.255.255.0 0.0.0.0

its the same..
