Disclaimer: My most recent experience is with QPM 4.0 -- I haven't had
a good look at QPM 4.1 yet.
I think that depends on how your network is managed.
If you've got a small network and/or a small team managing it, I don't
think you'll get much value from QPM. If you've got a large network
(read: a large number of devices) with lots of different people (with
different quality focus and attention to detail) managing it, QPM
might give you a level of control that is difficult to attain
'manually'.
It would be quite trivial to come up with a 'home grown' solution to
this without forking out $$ to Cisco for what is, like most of their
software offerings, a flaky product.
The real-time monitoring and threshold alerting it does is all based
on well-documented MIBs, so you could achieve the same thing with just
about any NMS.
