Since you want to do MVPN (it's the Subject of the message), you
should have ip multicast-routing configured, since you want to be able
to send multicast traffic to VPN sites. So yes, your SP network must
have Multicast enabled.
If you only do multicast within a vrf-lite configuration, then it's
not needed.
