As soon as you activate FRTS ("frame-relay traffic-shaping") on the
main interface, some per-DLCI default parameters are applied to all
DLCIs. They are:

cir: 56000
bc: 7000
be: 0
mincir: 28000 (cir / 2)

This can be verified with "show traffic-shape" and "show frame-relay pvc <DLCI>"

I'm not sure why the error you got said "requested bandwidth 32
(kbps), available only 0 (kbps). When I apply the same configuration
(without 'mincir' set in the F/R map-class), I get: "requested
bandwidth 32 (kbps), available only 28 (kbps)". Maybe it's a
platform/code thing. Anyway, the "available bandwidth" is calculated
based on the 'mincir' value.

You need to keep the FRTS defaults in mind because without modifying
them, you might not get the performance you desire :-)
