I just had a quick nap and for the benifit of everyone here is the solution

1. ME3400 is not normal switch like traditional 3560, 65xx or 29xx what we
do in CCIE stuffs and in enterprise network.
2. The switch port has 2modes - UNI and NNI
Uni is for user
NNI is network side

If you configure port type NNI then layer 2 broadcasts are allowed.
everything works like normal switch.
config t
int gig 0/3
port-type nni

if you configure port as a UNI then nothing is allowed to be passed, hence I
coullnt see STP running and show arp output.

the real kink was with vlan type

config t
int vlan 110
UNI-type community

by default vlan type is non community.

When it is set as a community it started like NNI port and everything
started working.

It's a secure switch for service provider.
