Definitely a bug, but it just might be a cosmetic bug. And if such cosmetic
bug is mentioned in DOCCD somwhere, then it is not even a bug :)
Anyways, what 3560 in these case does, is go through every single ACL to
create an optimized TCAM entry. This number could be a reference to that
hash.
