There are strict rules for PBR on HW platforms, so one thing i'd suggest is
checking config against restrictions in DOCCD config guide.

All I can say is that the behaviour for 6500 is correct (dropping/not
dropping) due to HW implementations - this is also mentioned in
restrictions. Haven't seen your issue with 3750 though.
