It was explained to me as follows

CIDR - this relates to how a router funtion looks for the longest match for
a route in the routing table

VLSM - this is the ability for a routing protocol to send an address and
it's classless mask

i think the explaination varies from book to book and who you talk to.
please correct me if I am wrong
