Ravi,

I'm pretty sure it has do with scenarios when the link bandwidth has been artificially lowered to affect metrics. Therefore, you may need to increase to 1400 for example if you had set bandwidth to 1 on a 28kbps circuit.

  <1-999999> Maximum bandwidth percentage that EIGRP may use

Why is the maximum value 999999 when we are talking about percentages here ...
