If you are looking for a free tool then Cacti can't be beaten.

http://www.cacti.net/

There are plugins available for Cacti that will perform the type of
monitoring you require.

If you are looking to purchase a product, then you might consider IBM's
Tivoli Netview.

It's not easy to setup nor particularly user friendly , but it's industrial
strength and scales extremely well.

Subject: OT:Network Monitoring

Hi all,

I am looking for information on network monitoring software that would be
good
for a financial instituation, in which I mean the network has an extremely
large number of switch ports and interfaces that need monitored and would
need
polled every 5 - 10 seconds. This is an environment where mere milliseconds
of
latency could cause major issues and 5 minute trending is not appropriate.

Thanks in advance,
