Has to be (a) a bug or (b) by design. What happens if you hardcode down to
10/full? Yes, I understand the upstream E0/0 router port is shut....

I'm quite sure the cables are OK because like I said it is multiple
devices,
multiple switches, and all the cables are pretty much brand new. No
keepalive witchcraft or anything ... Ummmm the image on the 3550's is
c3550-ipservicesk9-mz.122-44.SE3.bin.
I think I have it isolated to only ports that are connected to routers
ETHERNET interfaces (problem does not appear on ports connected to routers
with FastEthernet interfaces)

Ok. I was looking more for like "no keep" on the switchport or similar
witchcraft. It's really interesting. I've seen this before with old(er)
gear
or with loop testing but not on a 3550. Are you sure the cable is legit and
you are also seeing it everywhere else? What flavor are you running on the
switch?

Switch mode acc
Switch acc vlan 100

I had dot1x on but removed all of that interace configuration. I did move
one of my router connections to a different switchport that had bare bone
default configuration and it still came up on the switch!

      Can you more the switch side connection to another port? If so, does
it do the same thing? Is there anything odd on the switch to nail the port
up? generic switch port config?

No, 3550 switch going to 2600 routers ethernet interfaces. reboot both
devices, no errors on either

I've seen this and it seems like it happened on failing equipment. I guess
you could change the IOS just in case.

But it might be the hardware.

Is this a 4006 by chance?

So, am I losing my mind or what?! Anybody else experience this? I have R1
e0/0 connected to Cat1 fa0/1. On R1 I have shutdown the interface. I have
verified it shows as admin down a million times. On the switch side the
port still shows as "connected" and has a link light. Yes, I'm sure it is
the right device. WTF?!
