It's a rumor or speculation.
Cisco was made aware of people skirting the exam by various and sundry
means.
There were reports of people taking the exam for others for example and then
there was that problem of.... memorization as one proctor mentioned to mew
while gazing out to the outside world... yep - times are changing.
Some might use the term epidemic/pandemic.
So...
There might be a larger number of CCIE's who need to be recertified than
originally expected.
The wording will likely read quite normally:
As of xx/xx/xxxx all ccie's will be required to recertifiy on a hands-on lab
offered by Cisco. Due to the cost for a time this recert lab may even be
free. It many only include new technologies, etc. who knows - Cisco has
not said.. yet.
Cisco will remind the current CCIE's who have to recertify that the recert
lab is nothing to be feared and that any well-qualified CCIE will have
absolutely nothing to fear from taking the lab.
The problem is there will be no dumps for this one. None of those extra
study aids for this one. But well-qualified CCIE's will remain and the
others will not.
Most CCIE's are quite capable. No worries. It will just be a
technicality. Asimple task to be completed to retain the certification.
Many current CCIE's probably won't even bother to recertify since they are
already CCIE's and well-employed.
