Good question.

Timers help. Additionally, mix duplex modes, speed on one side, encap types
etc... Also, fun, although not related to your question is using incorrect
subnet mask, ip unumbered, etc... on one side. This can make the protocols
crazy. ;-)

You want to be careful using shut and no shut to test, since the router may
try and help you out too much by alerting the protocols and router
operations of your shut and no shut commands. This was frustrating to me
when I used to use this method. The best way to simulate link and protocol
failures is for it to be somewhat 'unexpected' to the router / protocols.

Lastly, if you can pull the cable, this is a good way to simulate failures
... pulling a cable is a 'common' real world test! ;-))
