As far as the excess, the priority queue is a strict queue, if queuing is needed, excess will be dropped. If there is no congestion on the line, the excess will be forwarded.

Could you provide me link to LLQ in Cisco Configuration Guide.

I need details exactly what happens when my for example voice traffic
reaches the priority values. If I didnt configure the burst option, the
traffic will be moved under class-default it there is enough BW traffic will
be forwarded still with EF DSCP. Am I right?

Please clarify me if Im wrong and please send me link to CG.
