Easy, as the name says: Multilink PPP is available only with PPP
encapsulation. FRF.12 is only available in Frame Relay netowkrs, so you need
Frame Realy encapsulation.
From fragmenting perspective, MPPP fragments to balance the load, while
FRF.12 was created primarily for VoIP applications.
But both can accomplish the similar thing - interleaving based on queueing
algorithm's decision.
