This sounds more like a bug than a feature :)
The distribute might have a handle on "the other router protocol" and
when you remove it, it does not clean all references...
Then you plug in a new proto and you have a reference to the new one.

One way to know with a higher degree of certainty would be to have 3
protos, add a distribute, then remove 2 and add another 2.
Chances are, the distribute will appear after adding the last...
