Need to be more specific regarding Africa, most of Africa is vsat or if your lucky enough fibre for example from the sat3 but be prepared to pay pay pay.

I would like to find out which ISPs have a strong presence in Africa and the
Middle East. ISP which can offer MPLS L2/L3 VPN services.
