Another possibility is that the actual network is not a /32, and EIGRP
and OSPF are sending advertisements with different masks.
If the 192.168.2.x/?? network is configured as a ospf point to
multipoint network type, then ospf will install /32 routes for the end
points. EIGRP would use the actual network mask, which would be shorter
than a /32. A router receiving both advertisements would see them as
different routes, so an AD comparison would not be necessary. If they
are both valid, the router would install both.
