Use anycast and have your routing protocol handle the failover.

That is fine, but it does require more configuration to implement a
static RP
on all PIM enabled routers. If you have a loopback for one device that
is say
200.5.5.5 and then a serial IP on another device that is 207.205.x.x,
then you
can simply use the serial and still send discovery for both of the RP's.
As
far as the actual failover times go, I don't know, but I would venture
to
guess somewhere around a minute to failover.
