Correct. The "ip helper-address" command goes on the interface that
actually hears the broadcast. The router configured with the command
essentially turns the broadcast into a unicast towards the server IP
specified as a keyword.

Intermediate routers don't need to be configured in any special way --
they just need to be able to route the packet(s) towards the unicast
destination.

By default, a number of UDP broadcast protocols are forwarded by the
helper. I usually like to trim this list down. See the "ip
forward-protocol udp" command.
