Regarding OSPF

Hi Experts,
when we have to stop the LSA's to go out to a specific neighbor we use this
command:-

neighbor x.x.x.x database-filter all out

under the OSPF process. Now for using this command the neighbors should be
on point-to-multipoint network type.

I was checking this link

but it does not mentions about changing the network type. Although when i
tried it it gave me a message that this command can be applied only on NBMA
or point-to-multipoint networks

So is this link wrong..:)
