NTP master vs NTP peer confusion

If the Q says:R3 should use R1 as Timer server, but when R1
is unreachable it should fall back to R2.
What is the difference between the two solutions?

a.)
ntp server R2
ntp server R1 prefer

VS
b.)
ntp peer R2
ntp server R1
