Hi.
I believe IPSec (including connections originated by Cisco Easy IPSec
VPN clients) is not limited by licenses on IOS devices (as opposed to
PIX/ASA). It is rather limited performance-wise by the platform you use
as a VPN hub. Check the "IPSec VPN WAN design overview" document on
cisco.com, just Google for the name and it'll be the first in search
results. In Appendix A section Finding Limits you'd find what one should
monitor for scalability issues.
Number of SSL VPNs users is indeed limited on IOS devices, please check
this FAQ.
