I don't recall there being a way to do this with the built-in user
database, but my memory is getting hazy. ACS has limited options for
automatically disabling user accounts.
If you're backing on to a more sophisticated account repository, you
can use the policy/policies available to you within that system (e.g.
Active Directory).
If someone knows of a way to do with solely within ACS, please chime
in. I imagine you could script it without too much trouble with a
scheduled/recurring batch job using ACSUtil.
