These are two different routes, so technically, you cannot "prefer" one over
the other. It's not BGP that selects longest match, but RIB.
BGP will behave like these are two separate routes that don't compete
between each other.

One good method would be as already suggested, to create a NO-ADVERTISE map
based on EXIST-MAP, where no-advertise would refer to /24 and exist map
would refer to /19.
