Well, SPF calculation interval in stable topology will not affect CPU that
much.
If I would receive a question like that, aside from doing what already has
been said, I would max out hellos using "isis hello-interval 65535" and
would also increase throttling and retransmit intervals to the maximum
values... But you know, to minimize the CPU usage by ISIS to absolute
minimum, there is only one command:
router isis
protocol shutdown
so,.. I'd read the question again and maybe see a pointer about what to
leave untouched.
