A quick Qs on OSPF

Hi ppl,
         I have a task which requires me to configure the router so that
OPSF hello packets are not sent out these interfaces that connect to the
stub networks.

My solution was:

int fa0/1
ip ospf database-filter all out

int fa0/0
ip ospf database-filter all out

The Soln has:

router ospf 1
passive-interface fa0/0
passive-interface fa0/1

Can someone clarify wats the difference in my soln other than just being
that my soln is more distance vector type soln.
