Shutting the interface before starting the FR Config is good practice,
but even if you got those mapping the fastest way I can think of ,

is changing the encapsulation of interface to ppp and then applied the
same frame relay Config to interface.

My personal approach is always to shutdown the interface before starting
the
FR config, after setting "no frame-relay inverse-arp" I enable the
interface
again.
