Hi all,
I'm a bit pushed for time at the moment, but I recall that there were
some recent IOS changes to max-reserved-bandwidth command behaviour.
The OP is running 12.4(22)T [1].
Search the archives for Pavel's very thorough examination of this command.

[1] NB: for the lab, where you can expect to find 12.4 mainline, it
would probably wise not to get too familiar with the 12.4T
features/behaviour, where they differ.
