Frame Relay Traffc shaping question

Dear All,
           I have a question related to frame relay traffic shaping

as i know
Bc = CIR * Tc/1000

So for CIR = 512000 bps
          Bc = 512000*125/1000 = 64000 bits

and the output of the sh traffic-shape as below

1800-R5#sh traffic-shape
Interface Se0/0/0
       Access Target Byte Sustain Excess Interval Increment Adapt
VC List Rate Limit bits/int bits/int (ms) (bytes)
Active
503 512000 24000 64000 128000 125 8000 -

but when CIR = 1024000 bps
               Bc = 1024000 * 125/1000 = 128000

why the traffic-shape output shows that Tc = 63 msec not 125 msec

pleas advice as i am confused why the Tc in the secound example = 63 but i
calcualted the Bc for Tc = 125 msec
