A quick Qs on FRTS

Hi Folks,
             I having issues in understanding what values to set for Tc when
the question does not directly indicate the value.

I searched on the archives with not much topics on this, hence decided to
post it again.Apologies if this topic has already been debated on.

The scenario is:

R3---- R4,R5

R3 is the hub and R4&R5 are the spokes

R3 has provisioned rate of T1
R4 has provisioned rate of 1024kbps
R5 has provisioned rate of 512kbps

The question requires me to configure FRTS to make sure R4 and R5 conform to
the provisioned rate.

Need to know what values of Tc to use if Tc is not given. Do I need to use
Tc=10 or Tc=100.Which is the default?
