The timing seems off to me (20 seconds between up/down). I would expect 30
seconds if the keepalives were not working.
Check "show interface s0/0 | in Keep"
And you may also want to do a "debug serial interface" on both sides. Make
sure timestamps are on for your debugs as well, but watch the keepalives go
back and forth.
It's possible to be a physical thing as well. Perhaps a pin is bent or
something?
