Many thanks to all!

I have reload R1 and R2 and configured both interfaces correctly, and tried
all suggested method, but things still can not get done.

Is there any chance for physical problems.

R1(config-if)#do sh run int s0/0
Building configuration...

interface Serial0/0
 ip address 12.0.0.1 255.255.255.0
 no fair-queue
end

R2(config-if)#do sh run int s0/0
