The question is wether you are advertising the vpnv4 prefixes via MBGP
sessions and also ensure that you are importing prefixes in VRF with correct
route-target on PEs.

Also I had doubt that how you have configured your P router means how can it
have route-target filter and VRF, as MPLS VPN's P router does not contains
any VRFs it just do MPLS switching based on lablels associated to PE routers

Also it will be more helpfull if you can provide configuration of
PE1--P--PE2 routers
